No. The QR code is just your URL encoded as an image, so it works for as long as the URL works. Nothing in between can switch it off.
Not the code itself. You can encode a domain you own instead, like menu.yourcafe.com, and forward that domain to the page you want. When the destination changes, you update the redirect and the printed code keeps working.
Use SVG for print. It scales to any size without blurring. Use PNG for websites, slides and social posts.
